Cleveland-Cliffs announced a $1 billion modernization of Middletown Works, with the company and the United States Department of Energy each planning to contribute $500 million. The revised project keeps existing steelmaking rather than the earlier hydrogen route and includes blast-furnace upgrades, controls and power generation. Major work is targeted through 2030, so this is an industrial-capacity and efficiency commitment, not a completed production improvement. The announcement does not establish final realized project cost, operating savings, future steel pricing or completion of every federal and environmental condition. Award terms, permits, multiyear construction, weak steel demand or rising input costs could dilute the intended operating and competitiveness gains. Malik's objective is to test physical balance and shock risk by tracking final awards, permits, construction milestones, capacity, productivity, emissions, steel orders, and iron ore, scrap, coke and energy costs.
